Implementation and compliance of these rules by all team members and coaches is mandatory. These rules will be in effect for the duration of the regular season, which will include the league playoffs.
A. GAME PERIODS
The game will consist of 2 periods of twenty minutes each. The periods will be running time with the clock stopping during the last two minutes of the game.
B. MANDATORY PLAYING TIME
There is a mandatory playing time rules for this league. These rules will be decided each year and distributed to all coaches as an addedum to these rules at the annual
Coach's meeting.
The game scorebook will serve as the official guide to monitor this rule.
C. TIME-OUTS
Each team is given four 45 second time outs per game.
In the beginner & intermediate divisions, the coach or player may call a time-out.
In the advance division, only a player can call a time-out.
In the case of overtime, each team is given one additional time out.
No time-outs will be given during sudden death overtime play, unless the referee calls an injury time out.
Any team asking for a time-out beyond the allowable number will receive a technical foul for delay of game and loss of ball possession.
D. INJURY TIME-OUT
If a player is injured during a game and unable to continue, the referee will call an official time-out for no more than 1 minute. If at the end of the official time out the player is unable to continue, another player must replace the player.
E. TEAM DEFENSE
In the beginners division, a team may use a full court press only in the last two minutes of a game and also in any overtime periods; otherwise, a team has to fall back in a half court defense once a team gets a defensive rebound.
F. PLAYER PERSONAL FOULS
A player guily of 5 personal fouls during the game will be taken out for the remainder of the game.
G. TEAM FOULS
When one team commits a total of 7 fouls during a half, subsequent foul shots for the opposing team will be called on a 1 and 1 basis. (except for a two shot foul)
The 1 and 1 will be called on the 8th foul in each half.
All fouls occurring before the 8th foul are termed common
Fouls and are player controlled fouls unless in the act of shooting.
H. TECHNICAL FOUL
The game referee has the complete authority to penalize any coach or player with a technical foul, if that coach or player interferes with or impedes the progress of the game or the officiating in anyway.
One verbal warning may be given before the penalty is invoked. The penalty will consist of 1 shot for a player violation and 2 shots for a coach violation and loss of possession in each case.
I. FOUL SHOTS
Players lined up along the line may not enter the lane until after the ball hits the rim or backboard. If an offensive player violates this rule the shot is waived off and the defense gets the ball. If a defensive player violates this rule, an additional shot is awarded to the offensive only if the shot is not successful.
J. OVERTIME
In the case of a tie, one three-minute period will be allowed during which the clock will stop for any infraction. A jump ball will determine team possession to start the overtime.
If at the end of the first overtime, the score is still tied, then a sudden death period will follow. A jump ball will determine team possession at the start of the sudden death period. During this period, the first team to score wins the game.
K. FORFEIT
A team found to be using a player who is not duly registered on the team's official roster, will forfeit all games that such player played in.
Any team unable to be present for a scheduled game will forfeit the game
A 10 minute grace period will be allowed for the team to appear before a forfeit is declared.
A team must start the game with 5 players, but may finish with 4 players.
A team playing with less than 4 players will result in a forfeit.
L. MERCY RULE
When a team total score exceeds the opponents total score by 20 points or more, the team winning cannot use any form of full court press. Once a lead falls below 20 points, the full court press rule is in effect.
M. MISCONDUCT SUSPENSION RULE
Any participant of the league while engaged in any event sponsored by the league who engages in the use of indecent gestures or profane language maybe suspended from the league for a minimum of one week at the sole discretion of the league's board of directors.
A possible suspension will be considered based upon the following procedure:
- a referee reports any such violation directly to the division director as soon as possible
- the division director will contact the league president and vice president to review the situation and solicit any and all additional information necessary to determine the appropriate course of action.
- the advisory committee will communicate the league's decision to the involved party within one week of confirmation that a violation has occurred justifying such suspension.
N. PLAYER SUSPENSION RULE
At the discretion of the league president or his designated representative, the player maybe suspended for a minimum of one week if found to be in violation of one or more of the following:
- bringing a personal basketball to the game without the permission of the team coach
- being on the court when not a participant in the current game in progress
- failing to obey and follow the instruction of the school's custodian and/or parks and rec staff concerning proper use of or misuse of school property.
- the effected coach, division director and official scorekeeper will be advised by the league president or representative of any pla yer suspensions prior to the start of the player's next game.
O. PERSONAL CONDUCT
All league officials, coaches, players and referees have a responsibility to present themselves in good behavior.
If any coach, player or patron who displays emotional objection or action to a referee, that team will receive a technical foul warning. Note: the referee is under no obligation to give a first warning.
If a second occurrence happens as stated above, the coach/player will be issued a technical foul.
If a third occurrence takes place the coach/player will be assessed a second technical foul and removed from the premises.
Any ejected coach/player is immediately suspended from his/her position. The ejected person is banned from attending any future Prof Gallitto boys basketball functions until the Prof Gallitto Board of Directors reaches a decision.
P. TEAM PROTEST RULE
A coach can initiate a formal protest by using the following:
- a verbal notice of a pending protest must be given to the league division director within two days of the alleged violation.
- a written protest must be submitted to the league division director within five days of the alleged violation
- the division director will contact the vice-president to review the situation and solicit any and all additional information necessary to determine the appropriate course of action.
- the vice-president and/or division director will communicate the league's decision to the appropriate coach or coaches and the league president within one week of receiving the written decision
- a coach may ask for a reconsideration of the league's decision communicated above by making a written request directly to the league president within 3 days of the league's initial decision.
- in such a case, the league president will call a meeting of the league's board of directors within one week of the request to reconsider.
- the league president will communicate the league's final decision of the board to the appropriate coach or coaches within two weeks of the request to reconsider.
Q. WEARING OF ITEMS OTHER THAN UNIFORMS
It is mandatory that each player wear a league shirt and also black shorts.
The following items are not allowed to be worn during any league game or practice:
- jewelry such as necklaces, watches, earrings, rings. etc.
- headware of any type other sweatbands
- medical supports of any nature (casts) deemed to be a detriment to any player participating in practices or games
